The visitor visas are for persons from non-visa waiver countries who wish to enter the US temporarily for business or, pleasure or to receive medical treatment.

If you are from a country which is a visa waiver country, you DO NOT need to apply for a B-2 visa at the consulate (subject to some exceptions). Individuals from visa waiver countries can complete the Electronic System for Travel Authorization (ESTA) online which grants individuals a visa to enter the U.S. for a period up to 90 days without having to apply for a B visa.
